Finding a Licensed Dispensary

Pennsylvania's medical cannabis dispensaries are licensed by the Department of Health under Act 16 of 2016. The state has issued 50 dispensary permits, each allowing up to 3 retail locations — resulting in approximately 150 dispensary locations across the Commonwealth.

Every dispensary purchase requires a valid PA medical cannabis card. There is no recreational option. Use the DOH's official tool to find dispensaries near you:

Major Dispensary Operators

Pennsylvania's dispensary market is dominated by multi-state operators (MSOs) that hold multiple permits and locations:

  • Trulieve — the largest operator with 21 locations statewide (including former Keystone Shops and Solevo Wellness locations)
  • GTI / RISE Dispensaries — multiple locations in Philadelphia, Pittsburgh, and across the state
  • Curaleaf — national MSO with several PA locations
  • Cresco Labs / Sunnyside — retail under the Sunnyside brand
  • TerrAscend — Apothecarium-branded locations
  • AYR Wellness — multiple dispensary locations
  • PharmaCann / Verilife — Verilife-branded dispensaries

The market is heavily consolidated — a result of the limited permit structure and high capital requirements ($150,000 minimum for dispensaries). Act 63 of 2023 allows existing independent operators to add complementary permit types, but new permits have not been issued since Phase II in 2018. See Business Landscape for more details.

  • Supply limit: 90-day supply / 192 units maximum
  • Tax: $0 — no sales tax on medical cannabis in PA
  • Payment: Cash is common, but many dispensaries accept debit cards. ATMs available on-site
  • Products: Flower (vape only), vape cartridges, concentrates, tinctures, topicals, capsules. No edible sales
  • No recreational purchases: PA is medical-only — no exceptions for out-of-state visitors or adults without a card
