Pennsylvania's Cannabis Advocacy Landscape
Pennsylvania's cannabis community is shaped by two parallel missions: supporting the state's 440,000+ medical patients and pushing for recreational legalization in a state where the House has said yes but the Senate has not. The organizations below span patient advocacy, policy reform, industry development, and community education.
NORML Pennsylvania
Type: Policy Reform & Consumer Rights
Website: norml.org/pennsylvania
NORML Pennsylvania is the state chapter of the National Organization for the Reform of Marijuana Laws. As the most recognized cannabis policy reform organization in the country, NORML PA focuses on:
- Recreational legalization advocacy — lobbying legislators, particularly targeting Senate holdouts
- Patient rights — defending medical patients' employment protections and access rights
- Home cultivation — advocating for the right to grow, which is currently a felony in PA
- Public education — events, materials, and media outreach to build support for reform
NORML PA has been particularly vocal about the absurdity of Pennsylvania's cultivation felony in a state where five of six neighbors allow legal purchase.
Marijuana Policy Project (MPP)
Type: National Policy Organization with PA Focus
Website: mpp.org
The Marijuana Policy Project is one of the largest national cannabis policy organizations and has identified Pennsylvania as a priority state for legalization. MPP's Pennsylvania work includes:
- Legislative support for SB 120, HB 1200, and other legalization bills
- Coalition building between advocacy organizations, industry stakeholders, and legislators
- Research and data on economic impact, tax revenue, and public health outcomes to support the policy case
- Voter engagement ahead of the critical 2026 elections
Keystone Cannabis Coalition
Type: State-Level Advocacy Coalition
The Keystone Cannabis Coalition is a Pennsylvania-focused advocacy organization bringing together patients, consumers, businesses, and reform advocates to push for comprehensive cannabis policy change. The coalition emphasizes:
- Grassroots organizing and constituent outreach to state legislators
- Social equity and community reinvestment provisions in legalization bills
- Patient advocacy for medical program improvements
- Public education on the costs of continued prohibition and the border-state competition problem
Key Legislative Champions
Several legislators have been instrumental in pushing cannabis reform forward in Pennsylvania:
- Sen. Dan Laughlin (R, Erie) — the most prominent Republican advocate for recreational legalization; co-sponsor of SB 120; has described his caucus as "very divided" on the issue
- Sen. Sharif Street (D, Philadelphia) — co-sponsor of SB 120; champion of social equity and community reinvestment
- Rep. Rick Krajewski (D, Philadelphia) — primary sponsor of HB 1200, which achieved the historic 102-101 House passage
- Rep. Emily Kinkead (D, Pittsburgh) — sponsor of HB 20 (House companion to SB 120)
- Rep. Dan Frankel (D, Pittsburgh) — co-sponsor of HB 1200
Patient Advocacy
Medical patient advocacy groups work to improve the existing program and protect patient rights:
- PA Medical Cannabis Advisory Board — the DOH's advisory body that reviews qualifying conditions, product forms, and program policy. Meetings are open to public comment
- Patient advocacy through NORML and MPP — both organizations maintain patient-focused programs
- Local patient support groups — community-organized groups across the state providing peer support and information sharing
